WALK FOR WATER - 7 Miles

Rotary Club of Kern River Valley hosts 2 events on the same day: FLYER http://bit.ly/15WWXgC The Run for Polio will raise money for the eradication of Polio. These proceeds for this event will be donated to the Rotary International Polio foundation. The last place to eradicate the disease is in Nigeria. The Walk for Water will raise money to construct safe & clean water system in Ikpem, Nigeria where most must travel over 7 miles a day to access water. Contaminated water cans transmit diseases. Clean water is an essential part in fighting the spread of disease. Rotary Club of Kern River Valley joins with Rotary International, Rotary District 5240, Downtown Bakersfield Rotary & the Rotary Club in Okigwe, Nigeria to implement a water system project in Ikpem, a community of 5,000 in southeastern Nigeria. This project will change their lives. The course winds through the valley floor to beautiful Riverside Park in Kernville & back. 17th ANNUAL HISTORY DAY CELEBRATION

Kern River Valley Historical Society www.kernvalleymuseum.org goes all out for this one day celebration at the Kern Valley Museum. There will be many demonstrations of old west skills & a lot of live entertainment, all free to the public--free admission, too. So dig out your old western costumes, put them on & join the festivities, or come as you are. There will be many demonstrations of how to do old time skills--blacksmithing, gold panning, Dutch-oven cooking (with free samples) & quilting. There will be butter churning demonstrations (with home-made bread with free samples). Branding, on wood with hands-on participation, will provide more free samples. How many of you have ever seen butter being churned or wondered how horseshoes are handmade or are curious as to how to bake with a Dutch-oven? Now is your chance to find out. The Early Day Gas Engine & Tractor Association http://edgeta.com guys will be at the museum with their “hit & miss” engines, a big saw powered by a hit & miss engine & old tractors. Many times, you go to a museum & see these old engines just sitting there & not running. These engines are alive & running just like they did when they were new some 100 years ago. It’s fun to watch the guys run these old engines. They know just when to add some water, squirt some oil & change the speed of the engines to keep them putting along. If you are really lucky, you’ll see them put a large flat drive belt on a spinning drive wheel to power the large saw blade. There will also be free entertainment. A guitar player, a harmonica player, the Jazz Tones, western music, a Nunni Cunni talk & more. There are free refreshments, too. Pink lemonade, cookies & samples from Dutch oven cooking which include fresh rolls, main dishes & desserts, along with that fresh churned butter & bread will be available. This evemt is the Historical Society’s way of saying thank to the people of the Kern River Valley for your support of the museum. We hope you drop by & join the fun. There is a lot to do & see. Audubon Kern River Preserve HABITAT RESTORATION WORKDAYS

Join Audubon Kern River Preserve staff & volunteers for our Habitat Restoration Workdays. Kern River Preserve will be implementing the first phase of a 3 year restoration project funded by the NRCS Wetland Reserve Program & USFWS Partners for Wildlife Program. We will be planting native shrubs, grasses & trees on 24 acres of formerly cultivated floodplain along the South Fork Kern River. Our goal is to enhance habitat for a variety of wildlife species including San Emigdio Blue butterfly, Loggerhead Shrike, Summer Tanager & Southwestern Pond Turtle.

Check out what’s new this year at the Kern Valley Hospital Foundation’s Annual Spring Health Faire which will be held on Tuesday, May 21, 2013 from 9am to 2pm at the Kern Valley Hospital, 6412 Laurel Ave, Lake Isabella MAP http://binged.it/135BmfJ. Remember nothing to eat after midnight before the morning of your blood draw, water & meds are okay. The blood draw results will be available at the Health Faire or by mail, results will includes a heart disease risk panel & screening for diabetes. The Health Faire screenings will be inside the Hospital & the vendors will be outside on the front lawn under a huge shaded canopy. Terri will tell us about what it’s like to have a service dog. She will let us know what a person has to go through to obtain a dog that is ready to help. Terri has had seizures for 37 years, since age 15. She was hospitalized frequently & often had serious injuries from falls. After finding out about seizure alert dogs, she struggled for 12 years to get one. During this time, Terri did an apprenticeship in service dog training. Jenna, her service dog, came as a complete miracle & changed her life. Jenna knows over 100 commands & has been an ambassador for service dogs by giving presentations to at least 10,000 people & doing workshops for the Kern County Sheriff's department. CERRO COSO KRV COLLEGE TO OFFER DRIVER’S EDUCATION COURSE

Kern River Valley, California - Driver’s Education is the topic of a Community Education class being offered by Cerro Coso Community College in this summer. The course will meet Monday through Friday from 12:30 to 3:30 p.m. at Kern Valley High School June 3 -14, 2013. Getting a driver’s license requires first taking a written driving test, attaining a learner’s permit, practicing with a licensed driver & finally taking the state road test. Instructor James Thompson will provide participants with the knowledge they need to be safe & competent drivers. He will present beginning drivers with a practical & realistic guide to the fundamentals of driving & the rules of the road. This course meets the requirements of the Department of Motor Vehicles (DMV), but does not offer behind the wheel instruction. The class takes students step by step from the basics of vehicle control, to the specific dangers of different driving environments, to the responsibilities of vehicle ownership. There is a $50 class fee & parental consent is required. USDA EXPANDS ACCESS TO FRESH FOOD FOR SNAP RECIPIENTS

The U.S. Department of Agriculture (USDA) has announced that grants will be available for direct marketing farmers to purchase or lease wireless point-of-sale equipment, the same as farmers' markets have been able to do since last year. Direct marketing farmers are individual producers of agricultural products. Research has shown that the cost of SNAP electronic benefit transfer (EBT) equipment has been a barrier preventing many farmers' markets & direct marketing farmers from accepting SNAP purchases, a service that can provide them with a wider customer base & provide recipients with access to fresh, healthy food. To qualify for the funding, the direct marketing farmer must sell products at a market stall within a farmers' market that is not currently participating in SNAP. SMALL BUSINESS ADMINISTRATION ECONOMIC INJURY DISASTER LOANS

Here is an update about the availability of U. S. Small Business Administration Economic Injury Disaster Loans (EIDLs) for affected small businesses in Kern County, including those in the Kern River Valley. You may recall that last week, we learned of an existing SBA program but a question arose about the ability of applicants to apply based on economic injuries sustained outside the short incident period. We are still following up on this, but today, we learned of another existing SBA program with a continuous incident period. The incident period began January 1, 2012 (not 2013) & currently has no end date. Affected businesses may apply for EIDLs under this existing program anytime between now & the August 19, 2013, deadline for such applications. As with any loan program, certain requirements & eligibility restrictions apply. For additional information about applying for EIDLs under this program, applicants may contact the SBA's Customer Service Center by:

Lake Isabella Dam Safety Modification Project

CAPACITY OF LAKE ISABELLA TOPS 103,610 acre feet

The CAPACITY OF LAKE ISABELLA increased to 106,169 acre feet, which is 29.5% of the Restricted Pool Capacity of 360,000 acre feet. Last Friday, it was 103,610 acre feet (2,559 acre feet lower than today). An Acre Foot contains 325,853.38 gallons, so at the current capacity, Lake Isabella contains 32,257,855,353 gallons. Lake level is 2548.07' now (10 feet above the lowest level during construction which would be 2,539.24' NAVD 88 holding 72,237 acre feet of water per the U.S. Army Corps of Engineers from September 2020 to March 2021).

Isabella Lake Dam Safety Modification Study Situation Report

U.S. Army Corps of Engineers, Sacramento District.

The Corps is (and will continue) conducting testing of the various materials to be excavated during the course of the project, including soil/rock core drilling & excavations.

The Corps is continuing to work closely with the U.S. Forest Services to mitigate & reduce potential impacts to their Lake Isabella office & recreation facilities.

The Corps is coordinating closely with Caltrans & has awarded a contract for AE design services for the relocation of Hwy 178 & Lake Isabella Boulevard in the vicinity of the left abutment of the Auxiliary Dam . Design work is underway.

The Corps is proposing the construction of a closure gate on Hwy 155 to act as an extension of the raised dam, in lieu of Hwy 155’s very difficult & costly relocation. The Corps is working closely with Caltrans on this option.

Recently, a group of 26 men who live in the Kern River Valley met at Tank Park for a photo shoot. These 26 men were anywhere from 15 to 18 years old on that day 72 years ago, but to most of them it was like yesterday. As they gathered & waited their turn for the photos, they began to swap stories. Interestingly, the majority of what they were discussing had to do with their daily routines living in the Valley. Every once in a while they’d reminisce about those long ago days, but for the most part they talked about their houses, yards & families. PUBLIC COMMENT BEGINS FOR TOBIAS ECOSYSTEM RESTORATION PROJECT

Springville, CA: On May 8, 2013, a public comment period, in accordance with the National Environmental Policy Act (NEPA), began for the Western Divide Ranger District’s proposed Tobias Ecosystem Restoration Project http://www.fs.fed.us/nepa/nepa_project_exp.php?project=40890 The Forest Service is proposing this project in an effort to restore ecosystems in the Portuguese Pass area, located in Sequoia National Forest, outside of the Giant Sequoia National Monument. Greenhorn Mountains adjoining Sugarloaf Road (24S15) between Alta Sierra (Portuguese Pass) & Dunlap Pass, south of Johnsondale. The proposed action is to thin forest stands in the project area to restore a healthy, diverse, fire-adapted forest structure. The Tobias project would promote ecological restoration through use of prescribed burning & thinning. It would also fell & remove hazard trees that have been identified along public roadways in the project area. The project area covers approximately 11,000 acres in southeastern Tulare County, with a small piece in Kern County. Much of the project area burned in the 1990 Stormy Fire. A Forest Service document, Region 5 Ecological Restoration Leadership Intent, identifies increasingly dense & unhealthy forests as a source of negative change in ecosystem services such as clean water, scenic beauty & providing renewable resources. This project will help restore the associated land to a healthier state & mitigate negative impacts such as uncharacteristic large-scale wildfires. The project comment period will continue until June 10, 2013. All stakeholders & community members affected by this project or with project input are encouraged to offer comments. The proposed Tobias Ecosystem Restoration Project documents can be found on the Forest Service website at http://www.fs.usda.gov/goto/sequoia/tobias. The documents outline the purpose & need for the plan, project history, existing conditions in the area & proposed strategies to achieve the desired conditions. CAL FIRE CORRECTS SRA MAPS 12,000 ACRES

REMOVED FROM CAL FIRE PROTECTION TAX BILLING

On May 8, the California Board of Forestry approved changes proposed by CalFIRE that remove more than 12,000 acres of land from the State Responsibility Area (SRA). Spurred by the numerous petitions for redetermination from structure owners billed for the SRA fee, CalFIRE & Board staff began an in-depth, focused review process late in 2012 to investigate & possibly change the official boundaries of the SRA. During this review process, CalFIRE took input from various stakeholders - including RCRC - at Board of Forestry committee meetings to ultimately propose several changes to the current SRA lines. As a result of the review, approximately 4,660 acres of land will be added to the SRA, while 17,502 acres will be removed, for a net of 12,842 acres subtracted from current SRA lands. The most common reasons for removal of lands from the SRA were cited as greater population/home density, conversion to agricultural uses & incorporation of some areas. The new SRA boundaries will be used to determine SRA fee billing for the 2013-14 fiscal year & owners of habitable structures in the land removed from the SRA will not receive a bill in 2014. The proposed changes were unanimously approved by the Board.
