The Upper Kern Basin Fishery Resource Enhancement Trust was established in 1996 by the Federal Energy Regulatory Commission (FERC) as part of the relicensing proceeding for the Southern California Edison Company (SCE) Kern River No. 3 (KR3) Hydroelectric Project. The KR3 Project is located on the upper Kern River near Kernville.

Financial management of the Fund is administered by the Kern Community Foundation. Grants are reviewed an approved a by a committee made up of participants from the California Department of Fish and Game, USDA Fish and Wildlife Service, USDA Forest Service, and Southern California Edison.

Interest earned from the investment of these funds can be used for the following purposes:

  • Implementation of the Upper Kern Basin Fishery Management Plan,
  • Restoration of the native Kern River rainbow trout, or
  • Other enhancements of fisheries resources in the upper Kern River basin upstream from Lake Isabella in Tulare and Kern Counties, California.

To support those purposes, KRVR has put up a new forum: Upper Kern River Fishery Management [Click on that link to go right to the forum].
